The Victorian Cabinet will meet at 1145 to consider a snap lockdown for Melbourne after a rise in coronavirus cases.
The dramatic move would see the city plunged into lockdown rapidly as concerns grow about a hotel quarantine outbreak.
PM Morrison said earlier Victoria was moving swiftly to new policies that would help contract tracers determine who may need to be identified and reduce spread.
